Senior Manager- Safety and Compliance

Company Summary:

Cad Rail Industries Ltd was founded in 1968 headquartered in Montreal. We take pride on being North America’s leader of full-service solutions in the freight, passenger and commuter rail industries in Canada, the United States and offshore. Cad Rail has other facilities in Calgary, Lethbridge (under Caltrax banner) and has recently been selected by the ONxpress Transportation Partners association to provide all legacy fleet maintenance services for the Metrolinx rail fleet of approximately 1000 bi-level coaches and 90 locomotives. Cad rail’s delivery team will operate and maintain Metrolinx’s rail maintenance facilities in Etobicoke and Whitby, as well as in multiple overnight along with mid-day light servicing facilities located across the Metrolinx train service area.

Summary of the role:

The Senior Compliance and Safety Manager will be responsible for all aspects of Safety and Compliance for the Metrolinx Legacy Fleet Maintenance operations. This role will report to the Head of Fleet Maintenance however will report to the head office. They will be responsible for preparing and executing actions relating to the Health & Safety Management System, System Safety and Quality & Environment, which will be completed by creating and monitoring KPIs and best practices. In addition, this individual will be required to design and instill processes that are compliant with contractual requirements.

Core Accountabilities:

  • Govern, manage and direct all Safety and Compliance aspects of the project including Health and Safety as well as System Safety
  • Ensure compliance of all regulations established by all levels of government and agencies
  • Make sure the project is compliant will all aspects of Health and Safety, Environmental, System Safety and Quality
  • Develop a method to calculate regulatory compliance for the project, monitor for changes in regulation and confirm project exceeds expectations
  • Present controls to eliminate risks when unable to prevent
  • Follow provincial governmental regulations
  • Certify that there is a robust continuous improvement program in place for the project
  • Identify areas for continuous improvement
  • Support the implementation of new concepts in both preventative and corrective maintenance activities
  • Manage the Quality Assurance within the organization ensuring they perform with the proper resources and diligence
  • Develop and manage KPIs
  • Advise Upper Management of any developing issues or potential issues that could arise, in a timely manner
  • Produce timely and quality periodic reports / analysis that are required at the Senior Manager level
  • Investigate and analyze significant accidents
  • Ability to create, track and present overall Key Performance Indicators (KPIs) to measure success

Qualifications:

  • University degree in Management, Engineering or Administration / Operations
  • Diploma or degree in Health & Safety and Quality (Six Sigma Training or certifications Green or Black belt)
  • 7 to 12 years in a Senior level Health & Safety and Compliance positions, preferably in Rail Transit industries
  • Minimum of 5 years in a Senior leadership role
  • Understanding of the Reliability, Availability, Maintainability and Safety (RAMS) process
  • Good understanding of the International ISO norm including but not limiting to ISO 14001, ISO 45001, ISO 15288, ISO 22341 and ISO 9001
  • Experience in launching a wide scope of business strategies that led to sustainable growth of revenues
  • Experience in dealing and being accountable for results and overall performance to a Head-Office
  • Ability to manage multiple KPIs
  • Superb communication skills and impeccable ethics
  • Excellent problem solving, project management and planning/organizing skills
  • Strong knowledge of the MS Office suite and above all, a high level of Excel knowledge.

  • Previous experience in an International Passenger / Rail Transit Experience in System Safety and Health, Safety and Environment
  • Experience working in a Unionized environment
  • Experience in leading a network of people
  • Knowledge of the Canadian method for risk evaluation and assessment for railway systems
