CARS Government Initiatives

Recently, the Canadian General Standard Board (CGSB) has released the first draft of the new National Standard of Canada CAN/CGSB-192.3 entitled “Transportation of Dangerous Goods Training, Assessment and Competency”. CARS was an addressee on this consultation effort by Transport Canada, which gave our Association an excellent opportunity to provide input into a prospective Canadian law, governing the training of personnel involved in the preparation, offering and transporting of dangerous goods in Canada, by all modes of transport. The CARS head office disseminated the proposed draft text of the standard, as well as comment sheet to its membership to allow them to make a comment relative to their firm's position on the subject, for a consolidated return to Transport Canada. The aim of the proposed standard is to replace Part 6 - Training - of the Transportation of Dangerous Goods Regulations (TDGR). Part 6 - Training and Certificate requirements of the TDGR was long considered as vague on what training was required for personnel employed in certain functional positions within a firm. The lack of specific functional specification requirements for training and certification often led to diverse interpretation with regards to the required level of knowledge by the employee. Some transportation modes, such as air, already have a specific description of the functional need for dangerous goods handling/training. The proposed standards aim to implement national standards in the same way. Once the Standard is finalized and published, an amendment will be proposed to Part 6 of the Transportation of Dangerous Goods Regulations, which would allow the Standard to be incorporated by reference and be applicable throughout Canada.
