Development of New Standard for Large Packaging

PUBLIC NOTICE:  Development of New Standard for Large Packaging

 

Background

The Transportation of Dangerous Goods Directorate will begin work on a new Standard for Large Packagings. The standard will align with the most recent changes to chapter 6.6 of the United Nations Model Regulations for the Transport of Dangerous Goods (Orange Book). The standard will be developed through consultations with a committee of experts for which we are seeking interested parties. The standard will cover Large Packagings which are meant to contain articles or inner packagings, are designed for mechanical handling and have a capacity greater than 450L or 400kg net mass but have a volume of 3m3 orless. Large Packagings often take the form of covered bins, on wheels or not, fitted with forklift pockets or similar devices for mechanical handling. Large Packagings may contain articles such as missiles, large batteries or fuel contaminated flexible tanks or inner packagings such as sharps containers, bags of clinical waste or pails of paint.

 

The standard will contain requirements for:

  • Design and manufacture      of UN standardized large packagings;
  • Selection and use of large packaging for the transport of Class 3, 4,      5, 6.1, 8 or 9 dangerous goods;
  • Large packaging design and facility registration; and
  • Packing instructions.

 

Technical Committee 

To carry out its work, Transport Canada is seeking participants for a Technical committee who can bring their insight, experience and expertise. Submission of comments

At this time, Transport Canada is seeking any initial input to be considered in the development of this Standard. Please submit your input to France Bernier at: TDGRegulatoryProposal-TMDPropositionReglementaire@tc.gc.ca with subject line “Input on Large Packaging Standard”.
